You allowed your dog to have puppies, thus you ARE a breeder and SHOULD be responsible for paying the fee. Why should you not have to when everyone else does? How much are you charging for the "mistakes"? Plenty to cover it, I am sure. Get your girl fixed too after this and then you won't have to worry.
