Do I have any visitation rights to my sister?

My mother ped away 3 years ago and my sister is only 8. He never comes outright to say I don't want you to see her but he always comes up with an excuse as to why we can't see her. Or he forgot about the birthday party I called and told him about, sent an invitation to, and posted on his facebook wall. etc. He basically doesn't like us because we are of a different faith then him and he thinks we will somehow corrupt her? (he is a devout southern baptist and I guess anyone of another faith will go to hell, he told me I was going to hell when I was 12 because I was Mormon) Do I have any legal rights to see her? Would a court be able to make in mandatory that I get to see her? I don't want her growing up with resentment or feeling like we don't love her or forgot about her because of her father's choices?
