How do i improve my relationship?

I have been dating my bf since October 8th of this year. I have asked him if his parents allow him to date and he said that his dad and his stepmom don't but his mom and stepdad do. Problem is i want to go on a date with him and his dad lives here and his mom lives somewhere else. I'm not sure if it's possible to go on a date with him if his parents that let him date aren't in my area. Help pleez:)
